Meanwhile in St. Petersburg

Russian police arrested three and confiscated a bomb in an FSB raid and a man, either homeless or a custodian picked up a booby trapped flashlight.

Russia's Federal Security Service (FSB) has defused a bomb in a residential building in St. Petersburg.

The building was evacuated on Thursday morning after a police search of one of the apartments uncovered a homemade explosive device, the city's Fontanka news site reported.

Three people were detained at the scene.

A homeless man lost his hand after picking up an improvised explosive device disguised as a flashlight outside one of the city's schools.

Children were not in the building when the explosion took place.

Authorities in St Petersburg decided not to evacuate an apartment building after it determined that an earlier reported explosion was actually a construction mishap that caused a piece of wall siding to fall, scattering debris and damaging a car.
Reports of an explosion spread on social media as photos taken from the scene showed the damaged 16-story building and the debris on the ground below.

At least one image showed black smoke and fire coming from the building near the damaged wall.

Witnesses reported hearing a loud pop before the siding fell from the building.

OK, there was a bomb found and three arrested. The rest is not so clear, not a school and also not a rigged flashlight bomb.
