The problem with the idea of false flag operations is that once you've decided that the government is really that good at conspiratorially producing falsified evidence, then any time they are spurned to action by an event you have a ready made answer: it was a false flag operation!
9/11 began the war on terror that you don't approve of: false flag!
A government that can do that (and Kennedy assassination, and Obama's birth certificate, and the moon landing) certainly could pull off, say, a fake school massacre.

The government wants to take away your guns, so what does it do? Orchestrate a massacre -- a false flag operation.

I always notice that the fanciful mindset tends to be indiscriminate about its phantoms; a conspiracist will believe in seven conspiracies, not one, and someone who believes in ghosts will almost certainly also believe in two or more of the following: UFOs, Atlantis, faeries in the garden, astral projection, pyramid power, Rosecrucianism, psychic abilities, Shadow People, and/or Bigfoot.Add birthers and truthers to that list.
