Union Extremist Shoots at Non-Union Business Owner?

Is it terrorism when the ideology that drives you to commit an act of violence is pro-unionism? I don't know, but I'm not sure why some ideologies and organizations are exempt from scrutiny:

When he looked out his front window, he saw a figure near his SUV and went outside.

As soon as he got outside his front door, King yelled at the individual who was crouched down by King’s vehicle. As soon as King yelled, the suspect stood and, without hesitation, fired a shot at Mr. King.

Apparently this is still under investigation and there's still some question as to the motivation of the assailant, but I can't help but wonder why it is that some political movements fall under scrutiny when one of their members goes off the reservation and why when the same thing happens within other political movements the media dismisses them as lone nuts?
