Oppose The Stimulus & Fly Commuter Jet

In Obama's never ending campaigning he stopped in Columbus, Ohio to address the police academy's 114th graduating class, & push his economic recovery plan sham. At the end of NYSlimes article the author noted:

Mr. Obama invited some of the Democratic members of the Ohio Congressional delegation to fly aboard Air Force One.

Senator George Voinovich, the state’s senior Republican who opposed the administration’s economic stimulus bill, took a different route to Columbus on Friday. He was seated in Row 10 of a US Airways commuter jet.

Is the author implying Voinovich opposition to the porkulus axed him from flying Air Force One?
