Chutzpah: Terrorists Behind Mumbai Massacre Have U.S. Hosted Website, Register Using Actual Terrorist Name!


Lashkar-e-Toiba (LeT), the most likely culprit behind the massacre in Mumbai India that killed nearly 200 civilians, has a website hosted in the United States.

We've known for quite awhile that the Jamaat ud Daawa publicly ran a number of related websites (Urdu:; English: and that the group was the legal face of the outlawed LeT.

Jamat Dawa is the LeT's "charity" and operates legally in Pakistan. U.S. intelligence agencies believe that the charity is a front for LeT fundraising which is used for terrorist operations in Indian Kashmir -- and most recently in Mumbai. Jamaat Dawa claims it has no relation to the LeT.

While legal in Pakistan, Howie just noticed that the U.S. State Department lists the Jamaat ud Daawa "charity" as a terrorist organization front for the LeT:

Acting under the authority of Section 1(b) of Executive Order 13224 of September 23, 2001, as amended, and in consultation with the Secretary of the Treasury, the Attorney General, and the Secretary of Homeland Security, I hereby determine that Lashkar-e-Tayyiba uses or has used the following aliases in addition to those listed above: Jamaat-ud-Dawa, JUD, Jama'at al-Dawa, Jamaat ud-Daawa, Jamaat ul-Dawah, Jamaat-ul-Dawa, Jama'at-i-Dawat, Jamaiat-ud-Dawa, Jama'at-ud-Da'awah, Jama'at-ud-Da'awa, Jamaati-ud-Dawa, and Idara Khidmat-e-Khalq.

I hereby amend the designation of Lashkar-e-Tayyiba (and its aliases) to add the following names as aliases together with any transliterations of these names: Jamaat-ud-Dawa, aka JUD, aka Jama'at al-Dawa, aka Jamaat ud-Daawa, aka Jamaat ul-Dawah, aka Jamaat-ul-Dawa, aka Jama'at-i-Dawat, aka Jamaiat-ud-Dawa, aka Jama'at-ud-Da'awah, aka Jama'at-ud-Da'awa, aka Jamaati-ud-Dawa, aka Idara Khidmat-e-Khalq.

As a front for the LeT, it is illegal for American companies to provide services to Jamaat ud Dawa.

The English language website ( is registered to the Al-Qadsia Mosque in Lahore. A quick Google search shows a number of news stories about the Islamist hate being spewed at that mosque.

And the Urdu language website is registered to .... drumroll please ....

In other words, a State Department listed terrorist organization bought webserver space using its real name!

I think that's what's called chutzpah!

So, who would register a terrorist organization -- using its real organizational name -- to give them a domain name?

I'll also note, lest these guys play dumb, that the banner for the Urdu website let's us know that this is the terrorist organization's official website.

UPDATE: Just to let you know, it is not that something illegal is going on at this website, it's that hosting and registering the website is illegal. That is, it is Dreamhost and OnlineNIC that are violating the law.

It is illegal to provide services to Lashkar-e-Toiba. Specifically, on April 26, 2006 the U.S. State Department recognized Jamaat ud Dawa as a front for Lashkar-e-Toiba, and therefore providing services to Jamat is equivalent to providing services to LeT.


Lashkar-e-Toiba and Jamaat ud Dawa also appear on the Treasury Department's Office of Foreign Asset Control (OFAC) list of Specially Designated Nationals and Blocked Persons under Section 219 of the Immigration and Nationality Act (as amended) and as a Specially Designated Global Terrorist under Section 1(b) of Executive Order 13224 (as amended).


The consequences of this designation include a prohibition against the provision of material support or resources to Jamaat ud Dawa and blocking of all property and interests in property of the organization that are in the United States, or come within the United States, or the control of U.S. persons

Providing business services to Jamaat ud Dawa, even free ones, violates the International Emergency Economic Powers Act (IEEPA). Each IEEPA violation carries a fine of up to $250,000.

To reemphasize, it is these U.S. companies that are violating the law. Jamaat ud Duwa is a terrorist organization. Their very existence is against U.S. law. Giving a phone, for instance, to al Qaeda is illegal, even if al Qaeda does not use that phone for terrorism. It is illegal to do business -- any business -- with terrorist organizations.

Further, on the question over whether or not three letter agencies want to keep the website up. That's for them to decide. If you see a crime being committed, it is your obligation to report it. It may be that you are witnessing a sting, but then again there's no way to tell is there? And I've been personally thanked bye OFAC enforcement officers for bringing this to their attention in the past. In other words, what seemed to be an obvious violation of the law was unkown to them.

Never assume that just because I know about a website, then the government must also.

I fully recognize that neither of these companies probably had any idea they were doing business with terrorists. Assuming we were the first ones to notify them then up until this afternoon they had a legitimate excuse; if not the lamest due diligence ever given that they registered their domain as a terrorist organization.

In all the years I've been doing this I've never seen a terrorist organization register in their own name.

But these things are automated so it's unlikely any one would have ever caught that. Hell, I didn't even catch that until Howie kept bitching about it to me.

But not now. Now I know. Now they know. No excuses for knowingly doing business with a terrorist organization.

Update by Howie: The founder of Jama'at-ud-Da'wah and Lashkar-e-Taiba is a specially designated terrorist as well.
