Why Hasn't al Qaeda Attacked?

Pretty good analysis from Daniel Byman from HA's link thingy. He pretty much covers all the plausible basis, which are:

1) Bin Laden has other fish to fry -- namely, Iraq and Afghanistan, but also North Africa. They are very busy bees.

2) Al-Qaida's operational capacity is limited -- Except in Pakistan and parts of Africa, al Qaeda just doesn't have a lot of safehavens to properly train in.

3) U.S. government efforts at home are paying off.

4) Aggressive intelligence efforts abroad keep us safer at home.

5) Al-Qaida wants to outdo 9/11. Spectacular attacks are hard to do given 1 - 4 above.

6) There is no "al-Qaida of the United States." -- At least, not to the extent that there is an extensive al Qaeda support network in Europe and in the Islamic world. Sure, we have our inshallahshaheeds, but not many of them making 3 above that much more easy.

What does he miss?
