Memo to Reid: Why Has the Surge 'Failed?'

The reports amount to little more than a poorly-disguised frame-job by the numerically illiterate members of the press. The surge, not even being allowed to be implemented without Democrat meddling and kneecapping, has reduced violence by 33% in its primary theater, with, with an 8% decrease in overall violence. Sectarian killings are down 62.5% since December. Why isn't it being reported this way?
